Short-term rentals (STRs) have become a popular lodging option, offering visitors a home-away-from-home experience through platforms like Airbnb and Vrbo. However, as their popularity has grown, so have concerns from residents about noise, parking, and trash issues. In response, Alexandria has introduced new guidelines to better regulate STRs while still allowing them to operate within the city.
Why the New Rules?
Since 2018, the city has received 62 complaints related to STRs through the 311 reporting system, with 32 reported in 2024 alone. To address these concerns, Alexandria’s city staff proposed zoning ordinance amendments, which City Council recently approved. Alexandria is the last locality in the region to implement STR regulations.
“We welcome short-term rentals in Alexandria,” said Councilmember Kirk McPike. “They provide a valuable lodging option, but they also impact our community. Our goal is to maintain the opportunity for STRs while mitigating the negative effects of poorly managed ones.”
Key Changes for Short-Term Rentals
The new guidelines do not ban STRs but introduce the following requirements:

A short-term rental permit is now required for properties rented for more than 10 days per year.

STR operators must comply with occupancy and parking requirements.

Neighbor notifications are required before creating a new STR.

Guests must receive a ‘good neighbor guide’ outlining community rules.
Balancing Tourism and Neighborhood Concerns
The new regulations sparked debate among Alexandria residents. Many hosts highlighted the economic benefits STRs bring, especially during times of federal worker layoffs. Jordan Wright, an Alexandria resident and Airbnb Superhost, explained how STR income helps her remain in her home.
“Tourism spending is crucial to our local economy, especially with the uncertainty in the federal job market,” Wright said.
On the other hand, Councilmember Jacinta Greene emphasized that STRs in her neighborhood have become “party houses,” frequently disturbing residents.
Parking Controversy
One of the most debated topics was parking. Vice Mayor Sarah Bagley pushed for flexibility in required parking arrangements, while Councilmember Canek Aguirre opposed changes, arguing that 500 feet is sufficient distance for off-site parking. Some STR operators, like Boyd Walker, argued that many guests don’t even use parking, opting for public transit and rideshares instead.
“Old Town was not designed with modern parking needs in mind,” noted resident Cassidy Jones. “Its charm comes from its narrow streets and historic row homes. Requiring dedicated parking for STRs creates an undue burden on homeowners.”
How Will the New Rules Be Enforced?
Enforcement will initially take a phased approach.
“In the beginning, it will be gentle enforcement, just lots of reminders,” said Tony LaColla, the city's land use services division chief. However, once most STR operators are permitted, the city will implement stricter enforcement.
City Manager James Parajon also noted that the upcoming budget proposal includes funding for an additional noise inspector and a dedicated STR manager.
